House Bill 4224 (89th Regular Session), effective September 1, 2025, requires health care providers, pursuant to Texas Health and Safety Code Chapter 181, to prominently post clear instructions for consumers on how to request access to their health care records from the provider, how to contact Health Care Regulation (HCR) as listed on the HCR Contact Us webpage, and how to file a consumer complaint through the Office of the Attorney General’s Consumer Protection webpage.
